The structural factors that make roofing attractive to rogue operators are consistent across the country. Roof work is typically not visible to the homeowner during or after completion. The stakes feel urgent — a leaking roof creates stress and pressure to act quickly. Jobs are high-value, often paid in cash, with work that can be signed off within a day before the homeowner has noticed problems. And the consequences of poor work may not become apparent until months or years later, by which point the trader has moved on.

Under the Consumer Contracts (Information, Cancellation and Additional Charges) Regulations 2013, a homeowner has a 14-day right to cancel a contract agreed at their home — and the trader must give written notice of that right, or the cancellation period extends to twelve months.

NFRC membership: The National Federation of Roofing Contractors is the primary trade body for the UK roofing industry. NFRC members are vetted for insurance, quality standards and financial stability. You can verify membership at nfrc.co.uk. Not every competent roofer is NFRC-registered, but every NFRC-registered roofer has passed a minimum standards check. It is a useful filter.
Public liability insurance: Any roofer working on your property should carry public liability insurance of at minimum £2 million, and preferably £5 million. Ask to see the certificate before work starts. If they cannot produce it, do not use them.
Written quote specifying materials: A verbal quote is not a quote. The written quote should specify the tile type, the lead code, the underlay specification and the fixing method. This is the document you refer to if the work does not match what was agreed.
Local references: Ask for two or three references from recent work in Malvern or the immediate area. A roofer who cannot provide local references is either new to the area or has nothing positive to point to.
A fixed price, not an hourly rate: Roofing work should be quoted at a fixed price unless it involves exploratory investigation of a problem with an uncertain scope. An hourly rate for a defined job — ridge repointing, a flat roof replacement, a re-slate — is a red flag.

- Is the quote fixed price, in writing, with materials specified?
